As your Representative for HD-14, Joseph will fight to make sure every New Mexican, no matter their income, zip code, immigration status, or who they love, can make their own decisions about their body, their family, and their future.

Defend abortion access without exception. Joseph will fight to keep abortion legal, safe, and covered by insurance in New Mexico, including Medicaid. He’ll use state funds to backfill any federal cuts so providers like Planned Parenthood can keep their doors open no matter what Washington does, and he’ll remove preauthorization requirements so Medicaid coverage works in practice and not just on paper. He’ll hold insurance companies accountable when they deny or delay reproductive care.

Protect patients and providers from out-of-state attacks. Joseph will build a firewall around medical records and health data so reproductive health information cannot be weaponized against patients or providers by states trying to criminalize care. He’ll ban digital geofencing around clinics that lets bad actors track or harass patients, allow providers who fear for their safety to enroll in the state’s substitute address program, and pass strong shield laws so New Mexico never cooperates with out-of-state prosecutions of people seeking or providing legal reproductive care.

Expand access to birth control and family planning. Joseph will fight to make birth control easier to get and easier to afford, including over-the-counter access, 12-month prescription supplies, and full insurance coverage with no copays. He’ll increase family planning reimbursement rates, make clear to managed care organizations that family planning is an essential service, and invest in community health centers so every corner of HD-14 has somewhere to turn.

Invest in maternal health and safe pregnancies. New Mexico’s maternal health outcomes are unacceptable, and Joseph will take it on. He’ll expand residency and training slots for OB-GYNs, midwives, and doulas in rural and Tribal communities, raise Medicaid reimbursement for maternity care, require hospitals to follow evidence-based maternal safety protocols, and screen every pregnant Medicaid patient for behavioral health needs and social risk factors so problems get caught before they turn fatal.

Guarantee young people honest information and confidential care. Joseph will protect young people’s right to confidential reproductive healthcare and fight to guarantee every student in New Mexico receives accurate, age-appropriate, comprehensive sex education. Kids deserve the facts, and parents deserve to know their kids are getting the care and information they need to stay healthy and safe.

Stand up for LGBTQ+ families and gender-affirming care. Reproductive justice includes the right to build a family. Joseph will require insurance plans to cover fertility care and fertility preservation without discriminatory definitions that leave same-sex couples and transgender New Mexicans behind, enforce billing privacy standards so LGBTQ+ patients can’t be outed through their explanation of benefits, and make crystal clear that gender-affirming care is protected in New Mexico with state funding to keep it covered.
